近年來,美國穩定的向世界出口大量棉花,在國際市場上擁有強有力的競爭能力。全面的研究美國的棉花產業,借鑒棉花出口大國美國的經驗,對我國提高棉花產業實力,增強自身的出口實力具有重要意義。

國內學者在對美國棉花產業進行了大量的研究。從目前的研究成果來看,國內實證分析主要集中在對我國棉花出口競爭力的研究[1-2]和補貼政策模擬模型研究[3-4]。而從美國棉花出口影響因素這個角度來進行的實證研究到目前為止數量仍較少。本文以美國棉花出口貿易為研究對象,采用引力模型以實證的方法分析探討美國棉花出口的具體影響因素。

1 美國棉花產業貿易現狀

1.1 棉花生產大國

2012年美國的棉花產量為1731萬包,每包重480磅,約占全球總產量10%,是全球棉花生產大國。美國棉花生產穩定,包括種植面積穩定且不受國際價格的影響。美國棉花生產有如下特點:

(1)農戶種植規模大。美國東起大西洋西岸,西到太平洋東岸橫貫美國南部17個州均可種植棉花,統稱為“棉花帶”。以農場為單位,每個農場平均植棉面積達到120公頃;(2)機械化程度高。棉花生產的各個環節基本采取機械化作業。機械化作業不僅提高了棉花的生產效率,同時降低了棉花的種植成本,使美國棉花有較強的競爭優勢[5];(3)政府對棉花實行高補貼政策。美國的棉花補貼政策涉及棉花從生產到銷售的各個環節,在穩定棉花生產、擴大棉花出口方面發揮了主導作用。

1.2 棉花出口大國

美國棉花以出口為主,占世界總出口量的30%以上,而國內消費相對較少。從具體數據來看,1995至2006年,美國的棉花消費占生產的比例從59.48%下降至22.91%,而出口的比例卻在不斷上升。

美國最主要的棉花出口國依次分別為中國、墨西哥、日本、土耳其等。不同年份之間美國向各個國家的棉花出口存在大幅波動。1997-2002年中國向美國進口棉花從美國出口總量的14.7%降至3.9%,但美國棉花出口總值一直呈上升趨勢。1997年美國棉花的出口總值為39.6億美元,2007年美國棉花出口增長近一倍,達到63.7億美元。2012年美國棉花出口總值持續增長 至82.9億美元。

1.3 棉花補貼大國

美國的棉花產業長期受到政府給予生產和出口方面的大量補貼,2002至2012年平均每年的補貼額度達到了8.3億美元。而據美國農業部成本收益資料顯示,2002、2005和2006年生產凈收益都為負值。這說明美國在棉花產業施行的巨額補貼是其在世界棉花貿易中獲得競爭地位的主要因素。

美國頒布的《2014年農業法案》采用棉花保險保費補貼等市場化的政策手段對棉農進行保障。2014年法案不僅加大了對原有作物保險支付和農作物保險保費補貼的投入,還新增了STAX疊加收入保護計劃。新農業法案代表了棉花保護方面的一個重大轉變。保險產品在提供保護方面扮演了更大角色。

國內綜合支持量AMS指標是根據世界貿易組織WTO所定義的農業支持水平的核心指標。通常用于衡量政府用于支持一部門的投入和貨幣價值。由于美國的棉花補貼逐漸“綠箱”化,2008年后棉花的國內支持量AMS迅速從11.29億美元降至1.48億美元,但是隨著農業保險保障能力的增加,美國棉花的補貼金額正呈逐漸恢復的上升趨勢,2012年達到6.48億美元。

2 模型及樣本選取

從理論上來看,影響美國棉花出口的因素有很多。本文選取人均收入、匯率、雙方人口、是否加入WTO、國內綜合支持量AMS等進行分析。模型選取近年來廣泛應用的且較為成熟的貿易引力模型,并進行適當的調整,以使模型更具適應性。

2.1 引力模型

貿易引力模型一般以對數線性的形式呈現,本文所采用的調整后的引力模型為:

公式中, xij是美國i向其它國家和地區j的出口值,Ni 、Nj代表美國和其它國家地區的人口,Dij代表雙方的距離,Ai為美國國內綜合支持量。u為誤差項,β0為常數,(βi=1,2,3,4,5,6,7,8)為待估參數。

在解釋變量的選擇上,本文采取了人均GDP,而非GDP主要考慮到GDP和人均GDP和人口變量的共線性。

2.2 樣本選擇和資料來源

本文以美國棉花的貿易數據進行分析,因變量Xij的數據來自聯合國品貿易統計數據庫。以1996年《商品名稱及編碼協調制度》(HS)編碼確定,棉花52。本文選取了澳大利亞、孟加拉國、巴西、加拿大、中國等22個美國棉花主要出口國家和地區作為研究對象。美國向這22個國家和地區的棉花出口值占美國棉花出口總值的90%以上??紤]到數據的可得性,使用stata12.0軟件,采用1997-2012年美國向22個主要國家和地區出口棉花的面板數據進行實證分析。

美元匯率Exc,匯率通過乳制品出口價格進而影響貿易量,以美元和貿易伙伴的有效匯率表示,采用年數據平均值,以2005年為基準。收入和人口反映對棉花需求能力,美國和貿易伙伴國的人均收入及貿易雙方的人口數量均來源于世界銀行。棉花的補貼和保險保障越多,容易在貿易上處于優勢地位,美國國內支持總量Ai,數據來源于世界貿易組織數據庫。由于補貼通常在棉花一個生產周期結束后進行,為反映補貼的真實效用本文采用滯后一期的國內綜合支持量數據進行研究。虛擬變量wto,當貿易伙伴均為WTO成員國時,取值1;反之,取值0。雙方距離Dij,距離越遠,運輸成本越高,語言、文化上的差異越大,越不利于貿易。雙方距離由貿易雙方首都的距離表示。美國棉花產量越大,出口能力會增加,美國棉花總產量Qi,數據來源于美國農業部數據庫。

3 模型檢驗結果及分析

本文選擇的面板數據為短面板數據,對模型參數估計方法的選擇主要涉及混合回歸與有個體影響的變截距模型的識別,本文采用F檢驗。如表1所示,F值為90.22,P值為0,故拒絕模型為混合模型的原假設。

如表2所示,Hausman檢驗拒絕了正式模型為隨機效應模型的原假設,應建立個體固定效應模型。

方程檢驗結果R2值為0.39,F值為90.57,P值為0,方程整體的擬合度較好。從回歸結果看來 ,各變量系數與預期相符,變量Exc,wto, Vgdpj,Ai均達到了1%的顯著性水平,變量Nj達到了5%的顯著性水平。美國棉花產量Qi和美國人均收入并不顯著。

進一步分析表3可得:第一,進口國人口變量不顯著,而美國人口變量顯著性達5%,符號為負。這可能是因為美國人口越多,自身消耗的棉花產量越高,導致出口的棉花總量降低;第二,美元對進口國匯率通過1%顯著性檢驗,匯率每下降1%,美國棉花出口增加0.803%。匯率下降,使得美國棉花價格相對降低,出口增加;第三,美國的國內綜合支持量對美國棉花的出口起到了重要作用,同時這一變量在方程的顯著性水平達到1%。結果表明美國國內綜合支持量每增加1%,美國棉花出口總值將增長0.15%。一種可能的解釋是美國通過保障全面和政府大力支持的棉花補貼政策避免了價格波動給棉農帶來的損失,保證了美國棉花能以較低價格和充足的數量向全世界輸出;第四,人均收入變量回歸系數符號和預期一致,并且顯著性達1%。進口國收入的增長對進口有正向的影響。這可能是因為進口國大多為發展中國家,對棉花的需求會隨著收入的提高而增加;第五,WTO成員資格系數為正,表明加入WTO組織使得雙方貿易更為頻繁,貿易流量增加;第六,美國和棉花進口國首都之間的距離,由于和其它變量存在共線性,在方程中被剔除。

結果表明,隨著國際貿易之間貿易壁壘的消除,進口國的經濟發展使美國棉花的出口量也隨之增加。另外,美國通過不斷改進的綠箱化的棉花補貼政策對美國棉花出口有促進作用。不僅避免了美國因為違反WTO規則而受到制裁,還保障了國內棉農收益和棉花的生產,實現了維護和提高美國棉花的國際競爭力的目標。我國目前尚未建立完善的棉花補貼政策,致使我國的棉花產業承受巨大的壓力,因此借鑒美國的補貼政策經驗,完善的我國棉花補貼政策體系,對穩定我國棉花生產,提高我國棉花競爭能力具有重要意義。

當前高師院校重點關注英語專業師范生書面英語學習情況,忽略培養學生英語口語技能,在這種教學模式的培養下造成學生英語口語水平較低等問題。在整個高等教育學習階段,英語專業師范生普遍表現出英語寫作能力、閱讀能力較強,英語口語表達能力、聽力能力較差等現象。在當前教師資格證國考中,大部分英語專業師范生能在筆試中取得較高成績,但在面試考試中全英語言不流暢,無法順利通過英語面試考試。英語專業師范生英語口語水平較低始終是高師院校英語教學頑疾,高師院校應及時采取措施改變英語專業師范生英語口語現狀,提升英語專業師范生英語口語水平。

(二)高師院校忽視英語口語教學

相較于其他課程,英語口語課程可用教材較少,教學模式不固定,因此大部分高師院校在設置英語專業教學課程時會減少英語口語課程占比;除此之外,部分高師院校英語口語測試方法準確度較低,無法準確評定英語專業師范生英語口語水平,對其進行個性化指導;

(三)英語專業師范生英語口語水平較低,并形成惡性循環

當前教育體系中的英語教師均為英語相關專業畢業,大部分教師在成為英語教師之前也為英語專業師范生,在高師院校普遍不重視英語口語教學的情況下,英語專業師范生從事英語教育行業后也會忽略培養學生英語口語技能,導致學生也出現英語口語水平較低等問題,逐漸形成惡性循環,使英語口語教學始終處于被動地位。

三、教師資格證國考背景下英語專業師范生英語口語訓練模式探究

(一)利用課堂開展多樣訓練模式

高師院校應根據教師資格證英語面試考試要求與工作崗位實際需求設置英語閱讀、英語口語、聽力等基礎英語專業課程,并開展英語口語表達能力與英語授課技能等訓練,培養英語專業師范生英語口語語調轉換能力,如在英語口語課堂上鼓勵學生對英語動畫或電影進行配音,閱讀英語作品等;開展教師禮儀修養培訓課程及真實課程模擬實踐活動,切實提高英語專業師范生專業技能。高師院校還應定期組織開展教學實踐活動,并鼓勵學生積極參加。高師院校英語專業課程設置在注重提高學生英語口語水平和教學技能的同時,還應根據教師資格證國考內容及時調整英語專業教學內容。在開展英語專業師范生英語口語訓練時,首先應按照英語口語訓練目的將普通英語聽力內容和日常口語交際拓展為英語語音因素、生活常用英語口語、職場英語口語與課堂英語口語,分階段推進英語口語訓練,提高英語專業師范生英語口語水平。英語語音因素重點糾正學生語調與發音;生活常用英語口語通過模擬日常生活交流場景培養學生英語交際能力;職場英語口語需創設職場場景,模擬在工作中運用英語口語交流并解決問題的場景;課堂英語口語按照教師資格證面試考試要求通過模擬真實教學場景提高學生全英文上課水平。

那么如何有效地通過外企的外語口試呢

凡事不打無準備之仗,首先要仔細閱讀招聘方的招聘廣告內容,大部分知名外企都會以外文形式刊登招聘廣告,如果連招聘廣告的內容都閱讀不明白的話,那肯定就不用去參加應聘了。招聘廣告的內容一般包括“企業簡介”、“招聘職位要求”以及“崗位職責”等相關信息,了解應聘職位需要哪些素質。仔細閱讀后將這些內容記住,在面試時很有可能派上用場。

(一)受調查者英語口語學習現狀

受調查者在經過一年的以教材為本的口語學習之后,本文對其現狀進行了了解。在被問及“課堂活動參與是否積極”時,有48.53%的受調查者表示“不太積極”,41.18%的受調查者表示“一般”,5.88%的受調查者表示“非常積極”,4.41%的受調查者表示“非常不積極”;在被問及“課外是否有自己的學習方法”時,85.29%的受調查者選擇“否”,只有14.71%的受調查者選擇“是”;在被問及“是否滿意現在的口語水平”時,42.65%的受調查者表示“不太滿意”,32.35%的受調查者表示“非常不滿意”,25%的受調查者表示“一般”,沒有人選擇“非常滿意”。由此可以看出,大部分同學參加課堂活動不積極,課外沒有適合自己的學習方法,并且對自身的口語水平不太滿意或者非常不滿意。因此,我們認為,要切實提高英語口語教學效果,提高大學生口語水平,必須要了解大學生需要什么,社會對大學生有什么要求,才能有針對性地進行教學。

(二)受調查學生對英語口語的需求分析

在被問及“是否希望提高口語水平”時,91.18%的受調查者表示“非常希望”,在被問及“希望達到的口語水平”時,61.42%的受調查者選擇“能夠自如地用英語與他人交流”,24.29%的受調查者選擇“能夠與外國人無障礙地交流”,還有12.86%的受調查者選擇“能夠應付課堂提問和口語測試”。在分析受調查者學習英語口語的原因時,35.96%的受調查者表示“有利于以后找工作需要英語面試,滿足就業需要”,25.84%的受調查者表示“說一口流利的英語能給我帶來滿足感和成就感”,24.72%的受調查者表示想“通過提高口語能力來提高英語聽、讀、寫能力”,還有7.87%的受調查者表示學英語口語只是為了“通過口語期末考試”。在被問及“最希望從口語課堂中學到什么”時,38.71%的受調查者表示希望“糾正發音”,34.41%的受調查者表示希望“學習常用的英語句型”,21.51%的受調查者表示希望“增加詞匯量”。在學習困難方面,有29.79%的受調查者表示口語學習的最大障礙是“詞匯量小”,26.60%的受調查者表示最大障礙是“沒有使用、練習英語的環境”,另外,有24.47%的受調查者選擇“發音不準”,17.02%的受調查者表示“沒有勇氣開口”是口語學習的最大障礙。

(三)教學單位和社會企業對大學生英語口語的需求

通過了解,本文發現江西財經大學現代經濟管理學院對受調查者的英語口語需求不明確。因為學院衡量大學生的英語水平主要是依據全國大學英語四、六級的通過率,而很少提及對口語水平的要求。對于英語角,也因為各種原因,并無很多人問津。關于社會企業對大學生英語口語需求,本文與學院應屆畢業生有過交流。交流的對象主要是在工作或實習期間應用到英語的應屆畢業生。經過交流,我們發現,工作中需要應用到的英語“只要能夠準確表達所要表達的意思”就可以了,對于語法和詞匯的要求并不一定要做到100%的準確。但是,受調查的應屆畢業生反映,對英語國家的文化和習俗的了解是有必要的,這對工作中順暢地與外國人交流是很有幫助的。并且,還應有一些交際的策略能力。從江西財經大學現代經濟管理學院就業處我們了解到,面試要求用英語介紹自己的用人單位表示,英語面試主要是測試面試者能否用英語順暢地進行交流及是否具備一定的應變能力,是否有信心用英語與外國人進行有效交流,而不太注重語言詞匯選擇的準確性、語法的正確性等要求。

二、結論與建議

通過以上分析,我們認為,目前大學生對自身的英語口語水平并不滿意,并且希望提高英語口語水平。不同的學生所學英語口語的目的和所要達到的水平并不一致,這就要求我們在課堂教學中不能單純以教材為唯一內容而進行教學。為了提高教學效果,我們應在以下幾個方面做出努力:

(一)使教師和大學生明確大學生自身、教學單位和社會企業對大學生英語口語的具體需求。

特別要強調社會企業對大學生英語口語有效交際的需求,因為很多在校生并不能完全知曉或意識到社會對英語口語的需求,不知學習英語口語到底有什么用途,在迷茫別容易失去學習的興趣和動力,因此,需要教師在課堂上對這一方面進行特別講解和訓練。

(二)改變以教材為唯一教學內容的教學模式,轉向以需求為導向、以課堂活動多樣化的形式激發

和鼓勵大學生學習英語口語。這里的需求是指包括大學生對英語口語的需求、教學單位和社會企業對大學生英語口語的需求,即不僅要學習語言知識,還要學習英語國家文化和有效交際策略,使英語課堂教學做到真正“以學生為中心、教師為引導”。

(三)教學單位應明確對大學生英語口語的需求,并對大學生的學習發揮應有的積極作用。

隨著大學英語教學改革的進行,英語教學的指導思想,教學手段以及教材選用都發生了很大變化。但是,英語學習者的學習動機,學習效果卻不一定能夠與時俱進。許多英語學習者還停留在單純的背單詞,記語法階段。啞巴英語仍舊是困擾大多數學生的問題。對于高職高專的學生來說,這一點尤為突出。雖然采用了多媒體等新型教學手段,但由于學習者英語基礎較差,積極性低,多媒體的應用也只能短時提起他們的興趣,一旦轉移到課本知識上來,學生便會覺得無從下手,無從開口。目前,高職高專院校的英語考察主要以英語AB級為主,因此學生的學習目的性很強,即通過考試即可。但AB級屬于傳統的英語考察內容,并不涉及到英語口語,因此學生在學習過程中往往忽略了口語練習――英語作為交流工具的核心所在。 英語教學中的課堂表演恰恰能夠很好的彌補這一缺陷,不僅讓學生體會到開口說的樂趣,更讓他們在表演中掌握知識,操練技能。

課堂表演是指學生在課堂上運用各種非語言形式進行語言學習的一種有效載體,它具有很強的綜合性,它集認知、情感、肢體等領域于一體,有利于教育目標的全面貫徹。社會學家海默斯(Dell Hymes)的“論交際能力”被認為是交際法的主要理論依據,他認為外語學習僅僅獲得了語言能力(language competence)是遠遠不夠的,還必須培養交際能力。而表演正是培養學生語言交際能力(communicative competence)的有效方法之一。

由于高職高專學生英語基礎薄弱,因此想要達到舞臺劇的效果難度很大,對于教師來說,課堂表演任務的下達應該循序漸進,由簡入難。就筆者所教授的工商管理專業而言,第一次課堂表演的題目是英文面試。由于表演的最初形式就是模仿。因此安排任務之前,教師要做足充分的準備工作:為學生講解面試中需要注意的細節;利用多媒體觀摩完整的面試流程;重點解釋面試用語,如:面試官如何提問,面試者如何描述自己的專業特長,職業目標等,并且要求學生背誦,能夠達到脫口而出的效果;為學生提供一些面試所需道具,比如公文包,桌子上的名字卡片等。最后要求學生6人一組進行為期一周的準備,三人為面試官,三人為應聘者,自己安排招聘崗位,完成一個圓滿的面試表演,與此同時筆者為每一組學生的表演錄像,這一舉動更加提高了學生參與的積極性,他們很期待在屏幕中看到自己的形象,聽到自己的聲音,因此在準備時也格外認真,有的同學在表演當天還穿了西裝,演出十分逼真。在下次上課時,筆者與學生一起分享、回顧他們的演出,并且點評。雖然表演時間短暫,但學生準備工作充分,他們反復練習自己的口語流利度,提高發音準確度,盡可能的模仿視頻中的面試場景,并且添加自己的創新和改變,大大提高了表演靈活度。由于班級學生的英語水平參差不齊,所以筆者在分組安排時注意高低組合,英語程度好的學生在整個表演中起主導作用,引導程度差些的學生完成表演。由學生靈活安排口語分配,口語好的同學可以自由發揮,差些的同學以老師提供的口語素材為基礎,以參與表演,完成表演為目標。由于學生參與表演的預期值不同,也更加容易完成他們每個人的既定目標。英語教學中的課堂表演關鍵應該是讓每個學生都敢于表達,享受說英語的快樂。

在表演結束后,筆者讓每位同學寫了自己的表演心得和感受。有一位平時上課總喜歡睡覺的男生,寫了這樣一段話:“雖然我只有簡單的三句話,但我足足練習了一個禮拜, 每天晚上睡覺前都要跟自己說一遍,生怕錄像的時候打磕巴,影響自己的形象和團隊的表演,這三句話是我這么多年學習英語以來說的最流利的三句話,突然發現我的發音也不是那么難聽了?!彪m然這位同學的心得沒有什么豪言壯語,但不難體會到他從這次表演中得到的一點小小的收獲和信心,這也是英語課堂表演的意義所在。

由此可見,課堂活動為學生提供了更多練習與運用英語的機會與場合。使學生對自己有了新的認識, 增強了學習的積極性、強化了內在學習動機。而動機是學習的助推器。英語表演能夠帶給學生愉快的學習體驗,使他們找到了學習英語的樂趣,看到了學習效果和學好英語的潛力,提升了自尊與自信。根據學生反饋的信息,發現英語表演這種活動對于激發學生學英語、用英語的興趣,恢復基礎較弱學生的自尊、自信,進一步改進學習方法都起到了積極的作用。同時,課堂表演活動可以幫助老師因材施教,使學習者逐漸從為了考試而學習轉化為為了英語學習任務和結果感興趣而學習。反過來,表演的準備過程和完成英語表演的過程也是一種學習策略強化學習動機的過程。學生為了圓滿完成英語表演,分工合作,不但改進了學習方法,還增強了學習策略的使用,使學習者對英語學習的規律有了新的認識和理解。英語學習策略的使用進一步強化了學習動機。

綜上所述,英語表演的運用能產生很好的效果。但是在運用時應注意下列幾點?

(1)突出重點。不要單純為表演而表演,為取樂而表演,而是為吸引學生的注意力,以便更好地服務于教學。應避免使用那種漫無目標的表演。每次表演任務下達前,都應該告訴學生此次表演的重點在哪里,要練習什么句型,學生應在此基礎上自由發揮,以便達到學以致用的效果。

(2)緊湊適量。在課堂教學中,英語表演環節時間應當適宜,時間過短不能達到表演效果,會演變成對話,過長大腦興奮會轉化為大腦抑制狀態。每學期安排兩到三次全班性質的綜合表演即可。

(3)及時評價。學生在每一次表演中都投入了大量的精力和時間,他們也期待自己的付出能夠有所回報,得到認可。如果每次表演都虎頭蛇尾,勢必會影響學生下次表演的積極性。因此要求教師在收集表演視頻后,認真觀摩、點評。如果有條件,可以邀請同及任課教師一起觀看,提出意見和建議。

英語學習,作為第二語言的習得,通常無法在該語言的原始環境中進行,只能在模擬的課堂中完成的,很難使學生獲得第一手的感受。而英語課堂表演實踐,是一個既豐富多彩又行之有效的課堂教學方法。

不僅讓學生有身臨其境的真切感受,還把英語學習融入他們的情感和冷熱感知中,成為真實生活的一部分。只要堅持下去,勢必會提高學生的綜合素質和自主學習能力。
